It's much better now than a year ago since all the PC's are being shipped with XP Personal. If a company has licenses for XP Professional, these PC's can easily be upgraded with no risk.

It was much worse when AMD PC's could only be ordered with Win98 or ME, and the organization had standardized on NT 4.0 or 5.0 (a.k.a. Windows 2000).

Does Microsoft sell XP Personal -> XP Professional upgrade licenses at a reasonable cost?

Whenever Intel starts talking about parts shortages, the OEMs know that Intel is getting its extortion machine warmed up. If the OEMs don't follow Intel's instructions regarding what configurations they are allowed to sell and who they are allowed to buy from, they get cut off from parts they need to sell into the profitable "corporate" market.

Agreed...It is indeed remarkable that AMD can be shut out of North America...it's my guess that AMD XP offers the consumer too much advantage for it to be locked out for any prolonged period...Unlike previous successful attempts at beating AMD back when AMD got too pesky, INTC no longer has the superior product lineup at the top end of the performance range...The P4 just doesn't have what it takes to shut Athy XP out of the US market for long...
