I should have been clearer in my post. When I said...

"We know that the progression to 2.5 and 3G is a must - if it is not developed, then it will be impossible to pay off the spectrum debt"

... I was referring to Europe.

My guess has been that Europe and the UK, since they must pay off their spectrum debt, and can only do that by building, will bear the major cost burden in bringing 3G to market.

That is, handsets and usage will be priced to perfection in Europe, but as the market grows over there, the US market will realize some economies, in chips and handsets.

I realize the markets and spectrum are different, but is that guess off the mark?
