There is something called the War Powers Act that applies to all branches of the military - procurement and so forth.
Under this act I recall that formal bids for requisitions were not mandatory if supplies were needed in a hurry.

I haven't the time to review or even look for its origin; but if anyone has any references to it, it would be interesting to reveal its broad coverage.
