A nuetral force will see what the Israeli's are doing, but will not see what the terrorists are doing. That is the problem. Neutral observers cannot neutral. It is easy to see a tank or hear a helicopter. It is difficult to see a sniper or a bomb hidden in the ground. Solve this and your suggestion may make some sense. Ignore this and your observers merely act as puppets of the terrorists. willyb

Why Isreal has listened to the US and not eliminated the leadership (or lack of) is the biggest question..
