conception trumps birth
Conception is nowhere near as easy to determine as birth. How long after the sex act is conception? What about invitro, is it still conception if the cells are still outside a womb? What if the conception is a clone, or a parthegenic egg that never met a sperm? There are way too many legal and ethical questions when defining conception as the beginning of a new citizen with full rights and privledges.
