WRONG!! This canard has been debunked time after time. Greenspan loves tax cuts. He doesn't trust Congress not to spend the surplus so his second choice was to pay down debt.

Greenspan's position has been all along to pay down the debt or cut taxes in that order with budget surpluses rather have spending sprees.
