It doesn't matter what $$ they get since they aren't a democracy, but an incompetent "kleptocracy" (as someone well said a few posts back) human nature being what it is, they'll continue to blow it all like drunken sailors, creating worldwide damage in their wake. Giving them money isn't harmless.

1999 dot-coms that spent money on asnine things deserved to fail, to avoid f***ing up the entrepreneurial gene pool. Countries like SA are f**ing up the gene pool of nations and likewise deserve to fail. Proping them up only preserves repressive genes. Let them handle their internal coalitions w. extremists themselves, & we'll hold their coats if they want to duke it out.

Re: your question of true cost of petroleum, that's just one more reason to avoid kleptocratic oil.
