Large OEMs would also be more willing to buy from AMD if their perception is of a good, safe and stable supply. UMC would likely help a great deal in that respect.

There's also the issue of 2003. Fab30 alone isn't going to be enough to even hold market share and a foundry would seem to be needed at least until 2005 or whenever AMD can get a new fab finished.

12M/qtr after 0.13 conversion seems reasonable and matches AMD's stated potential of AMD's 50M/yr run-rate. However, IIRC AMD said they would be at 50M/year after the 0.13 conversion and this was not a goal for next year as the transition will be ongoing and not complete until the end of the year.
