That is the phrase I was looking for but it didn't show up in the search (I think the Constitution I searched had the amendments in a separate link). It seems the Constitution pretty much agrees with my position that you have to be born somewhere to be a citizen. All living things have some sort of rights in the U.S., even the smallpox bug was not allowed to go extinct intentionally.
