Aside from it's being quite a hoot, it's a classic example of the sentiments expressed by cable operators and ISPs today, most vehemently by the smaller ones who are struggling to make a buck. The larger ones, as you have implied, are driven by more ambitious forms of institutional greed and protectionism, backed by their rather formidable legal machinery and lobbying, along with the content owners who have been winning battles in the legislature:
