Most people choose their cars for the possibility that they will carry more than just one person - either passengers or cargo. My experience with electric motors and battery power leads me to believe this thing will be DOA wherever there are hills. Examine the horsepower requirements of elevator motors for an idea of the power drain of gravity. The other weakness I see is recharge parameters -- time-to-charge and power consumption.

If this sort of thing made sense economically, we'd have been commuting in golf carts long ago. Same sort of propulsion/powertrain and performance envelope.

That same $8,000 buys you a new, Korean Car or a decent used car at the low end.

what if it rains?

When not raining: For $1000, you get a fairly nice MTN Bike with full suspension that you can do 15 or 16 MPH in the flat with... while getting good exercise. or buy a cheap one at WalMart that just doesn't last as long.
