If this report is true its dangerous but the title is somewhat misleading. Sure it would be a weapon, and it would use nuclear radiation, but "nuclear weapon" normally refers to something that makes an atomic explosion with a yield equivilent to thousands or millions of tons of TNT. The term used in the body of the article "radiological weapon" might be better.
