I believe the industry was closely watching the AT&T attempt at switching customers to EBPP. They used the stick ($1 charge for a paper bill) and the carrot ($25 amazon gift certificate) to attract online payments. Still 1 million on line customers is not a lot considering the 60 million business and residential long-distance customers, 10 million cable subscribers, nearly 12 million wireless customers, and more than 2 million internet users.

Better than nothing, though and growing at a fast rate. Maybe other businesses will get the hint and use their own carrot and stick approach.
