Israel does not want to swallow a large population of hostile Arabs, and cannot expel them without sullying itself. It doesn't want the West Bank and Gaza, not as normalized territories, anyway. It might have once wanted them to accept autonomy within Israeli sovereignty, but that is not playing. For one thing, the Israelis have no wish to grant even qualified citizenship to the Palestinians. Although I only skimmed, the links are good, and I will read more carefully later......
