you described the USSR system nicely. You really want that? Actually, I thought I was describing something like Germany has, where all men at age 18 must perform 10 months in the military. And Israel has the same policy, except both men and women serve. Russia has the same policy, but they manner in which they structure their NCO ranks is not what I wish to replicate. I want to see a professional corp of officers and NCOs who are paid sufficiently to make their service competitive with managerial positions in the civilian sector, and of sufficient number that reserve units can quickly be raised and trained through mobilization of reserves.
