I live in South Florida where the weather and geography (no hills) is atypically cooperative compared to most locales and see no value for such a device here as a car substitute. The obvious first commercial use would be in warehouses and other large indoor complexes but even there the question of battery life and useful range remains. Until small fuel cells start to become practical over the next few years batteries will be the showstopper for any serious commercial deployment.
