Neither of these has consumed much of the money by third parties.

Intel has been stringing along all these "partners" (you count the press releases) for so long, and the amount of money spent is so great, that pulling the rug from under Itanium will not go without a mother of all lawsuits.

Just keeping alive teams of developers, hardware engineers for an for years, without any revenue (much less profit) is not something companies like to do. Not to mention the marketing people coming out with all these press releases. What is your estimate of internal (or external) cost is for a typical press release? My bet WAG is that it may easily be $5,000 to $10,000. And there is a river of press releases flowing daily (met by chearing Intel investors), but you should think $10K multiplied by 10 by the lawyers, which Intel may have to one day pay in damages.
