SANTA CLARA, Calif., Dec. 4 — Cisco Systems Inc. Chief Executive John Chambers said on Tuesday that November orders met expectations as the biggest maker of computer-networking equipment grapples with tumbling sales. Speaking at the company’s annual meeting for financial analysts, Chambers said Cisco is still having difficulty forecasting sales and demand beyond one or two quarters out. The company, which makes gear that powers the Internet, has reported losses, including one-time items, on lower revenues in the last two quarters.
