Second option is getting even constitutes a deterrence. With nation states it may, with terrorists it doesn't. Wanna bet? I think OBL and Mullah Omar are finding that their willingness to die for Allah is somewhat less than they thought- -now that they are faced with the very real prospect of death and no alterntives.
