Palestinian leader Yasser Arafat has called on Israel to give him some breathing space to crack down on militants in the Palestinian territories.
Israel subjected the West Bank and Gaza to two days of heavy bombardment following a series of suicide attacks that left at least 25 Israelis dead at the weekend.

In that sense a lot of people are not of sound mind.

In the normal sense of the phrase "sound mind" someone has to be extremely deranged or irrational before we could say they are not of sound mind. Bill might be flaky at times, and I think he is mistaken about a lot of things, but I wouldn't quite classify him as deranged or extremely irrational.

People might start a will with "I ______ being of sound mind do hereby..." what they mean is not that they are free from error, fallacy, or misapprehension, or even that they show good sense or judgement. Defintions one and two from your post are closer, they exhibit normal mental health, and are mentally stable.
