I never agreed to that! <s> That's most likely true is you're talking about weaponized biological pathogens. But if you're focused on naturally occuring viruses with those characteristics previously mentioned, than state sponsorship isn't a necessary component.

The barrier is obtaining the virus. Even though they are naturally occuring, they are rare. They may be in storage by places like the CDC, but that should be a barrier [we hope]. One has to get to a particular hot spot when there is a random outbreak to recover the virus [and not die]. So there is a good degree of luck involved.

You would make a miserable terrorist. You're focused on failure. Focus on how to be successfull in spite of any countermeasures. Abstract it as an engineering task with certain constraints. Had you stayed in crispy critter studies longer it would be easier.
