Not true to the extent that Bush warned it was coming and was criticized for being honest.

He was criticized for having unrealistically optimistic forecasts in his budget.

It's similar to his tactic of having press conferences to warn that Congress should be fiscally conservative, submit a budget and then quietly lobby for more spending. What he says and what he does are different.
