Well, not to worry.. those surpluses exist only in the Social Security TF, not the government budget.

Every excess dime the SSTF takes in, is spent by the government on their pork barrel projects, with IOUs in the form of T-Bills placed in that "lockbox".. Thus, considerable Keynesian "pump priming" has been occurring each year.. :0)

But I completely agree that a percentage of FICA taxes (from which the SSTF surplus derives) should be placed in private IRAs, similar to the Government TSP program. But I think it should be in the 2-3% range, not 1%.
