I am not sure that lowballed is the correct term, although I am sure that many dealers do "lowball" customers on trade ins. As you point out, the problem is that the used car market is glutted. This is driving down used car prices. This will also come back to hurt the auto companies since it makes competing products (used cars) more competitive with their products (new cars). The problem is the same as in most industries, most notable technology. Vast overcapacity.
