You would find the same level of incompetence and outright fraud in ANY department you looked at. I deal with the agricultural department frequently. I have seen no fraud and the people appear competent enough to manage the programs I deal with. All in all it's no harder, mistake prone, or fraudulent than getting travel vochers approved from private companies I work with or similar activities. I think you get specific examples from Rush and try to understand the whole government that way, it's kind of a blind man and elephant problem. TP
