Actually, quite a bit of deregulation took place (that was how we started, remember?) Overall downsizing was not as great, although the end of the Cold War permitted quite a bit of military downsizing during the Bush Administration. Some downsizing occurred, and some of the recommendations of the Grace Commission were implemented, but the Democratic Congress fought any bold moves. (Most downsizing in the Clinton Era was military too, by the way). What mainly happened is that a ceiling was placed on growth, which is pretty good, frankly.
