Baffling to me as well. Saudia Arabis has NOT implemented Islamic laws fully according to the Quran.

I wish I knew. There is nothing in the Quran or Islam which forbids women from driving. Saudi Arabia is not a perfect Islamic state. A lot of cultural baggage is tied in.
