I'm pretty sure that as Intel cranked up the speed of the P4, the L2 cache latency became a liability.

Not if L2 runs at the same clock speed (or relative ratio of clock speeds) as the rest of the core. Are you saying that 1.3 GHz P4 is physically different than 2.0 GHz, other than multiplier settings?
