Cost is really an (the?) issue. clipped this from a recent article in the SJMN:

Periodic disruptions will probably be a way of life for broadband customers as long as the prices stay around $50 a month, said Bill Capraro Jr., chief executive of CIMCO Communications, a competitive phone carrier based in Oakbrook Terrace, Ill.

``At $50 a month, the expense of providing the service exceeds revenue,'' he said. ``It's a huge challenge to deliver a service that's reliable. And if you don't work at home, a lot of people don't even want to pay $50, so there's a real inherent problem.''
