Don, my guess is that they lead. labor productivity is regularly cited as a big problem by the SA business community as it were. it IS however improving, especially in the mining sector. many mines have now performance based payment schemes in place, in spite of the unions initial resistance. generally, SA employers attempt to tie wage increases to productivity improvements which is actively resisted by the unions. i've bookmarked the Austrian Economics thread...will drop in from time to time.
