Well, Texas is the lone star, could even do it constitutionally in the USofA??

Anyway, Russia is scrambling, it is kind of one smart thing to do, just to
show one understands risk management in strict economic terms.

Tougher for poor economies like Congo who doesn't have the tax funds to build prisons
nor to keep them going and follow up regular criminals.

That is, I do not think USA is in the company of Congo, nor with China, not even Russia.

Though I might risk FL puffing his cheeks over this topic, this capital punishment thing here in the US is almost a source of puzzlement for the Europeans, when they aren't simply condemning it.

To the contrary, Dennis, there have been a number of Foreign Affairs articles this year discussing the impact of capital punishment on our European relations -- have at it in that context.
