Yes, we were off guard too busy spying on China, not worried enough about protecting the homeland. It was all three at fault the CIA, FBI, and the DOD. The funding is not the problem it was how and where we were spending it. The intelligence HUMINT was decaying for twenty some years. It is when folks just try to make this another fault of the Clinton Admin. The FBI and CIA and DOD are grown men and get a lot money to do their jobs, they failed, it is a systemic problem not that of individuals.
