Unless of course Wall Street decides the hypothetical non-cut was a mistake, and that the Fed is falling down on the job, and panics, and etc. etc.

No, you can play that "I think you think I think the Fed thinks" kind of game all day and really never get anywhere. That's why I tend to subscribe to the "KISS" theory of Fed actions: the market likes cuts, and doesn't like hikes. I find that's at least as accurate as trying to game mass psychology.
