One day Intel will get it right -- but there's no sign, for now, that the day's getting close!

One development at I.E.D.M. that caught many researchers' attention was an Intel chip design incorporating a layer of silicon dioxide, an insulating and power-saving compound that I.B.M. has championed. Among other benefits, the layer, placed between the bulk silicon substrate and the active components of the circuitry in the top layer of the chip, reduces the amount of charge that must be applied before the circuit switches on and, in some designs, blocks electrons from leaking out of storage when the circuit is inactive.

Intel's paper highlighted another function of meetings like I.E.D.M. — namely, providing a relatively neutral and face-saving forum for leaders in the industry to signal their support for a technical development that someone else pioneered. Agreement by leaders like Intel and I.B.M. on any aspect of the technology future is something equipment and materials suppliers — and researchers elsewhere — ignore at their peril.
