I wouldn't say "hurt" - but obviously complying with these laws is an additional cost. The reason I don't say "hurt" is that I think prevention costs less than cure. The cost of safety and environmental protection is less than the cost of personal injury and environmental clean-up - at least, it should be, otherwise the laws are not justified.

The people living in countries without these laws will pay the price, one way or the other. Certain forms of asbestos are very hazardous - but not all.
