Yes, that's one view, and I've considered that one too. Another popular view, assuming one could think of all ILECs in a monolithic sense, centers on their willingness to wait for a strike point after the Tauzin Dingell bill is enacted. One can only speculate if they are conserving on capital for market ventures that T-D would permit them to enter anew (such as interstate data and unencumbered last mile initiatives), or whether they feel that the no-sharing clauses of the bill would free them of the burdens of financing new buildouts for their competitors. Perhaps they're building war chests to buy out the top three fiber-based interstate carriers, or even a global carrier. Who knows.

All this time there is another bill pending before Congress known as the Broadband Internet Access Act of 2001, which no one who I speak with seems to know about outside of last mile industry circles.

This latter bill would provide tax incentives in line with the economic stimulus packages now being reviewed, to service providers who bring broadband services up to newly-established criteria, such as allowing _more_ favorable tax credits terms to those providers who would provide "next gen broadband" as defined as minimum throughputs of 22Mb/s in the downstream path and 5 Mb/s in the upstream path.

In any event, the issue we're discussing concerning the larger incumbents is multi-faceted. I'd be reluctant to point to a single reason why the Bells don't get off their collective arses, now. I'm sure they have a number of them. Good chatting.
