It is a very significant factor, but it is, after all, affected by the abortion rate. More important, I believe, is that the warring crack gangs burnt themselves out. Many were killed, many incarcerated, and the territories eventually were stabilized. That is the most direct correlation: attrition through death or incarceration.....
