No, they're not. I must say, this answer betrays a remarkable lack of awareness of the pattern of Arab thought. Western countries have citizens who are equal individuals before the law; they do not give rights to groups. Arabs, on the other hand, give rights and loyalties to the group -- family first of course, then clan, then larger tribal groups. Citizenship in Arab countries is but a veneer of Westernism over the true, deep loyalties. Jews are a separate group in all Arab countries, given second-class group rights according to the dhimmi laws.
