It appears that Rumsfeld doesn't want his pocketbook threatened the way that Bush's oil buddies got dropped. He is determined to start the biggest military boondoggle since the Bradley fighting vehicle, bigger even since the sky is the limit. He's probably already counting the fat bucks he'll make as a consultant to the star wars crowd. The best thing is that they don't even have to come up with anything that works.
