Well, maybe 300MHz if you go for the 95% of all chips mark.

But, yes, that's my understanding.

Another thing you have to remember is that the distribution is pretty much just a Gaussian. So any volume you have on the high side is reflected on the low side as well. Looking at what's available, I'd say it seems like AMD is down-binning, if anything. But then that's a fairly common thing to do in limited quantities.
