Sorry, but no. If the engineers did not have any idea how to handle the extra power of a Duron, and yet it was still under consideration, then they weren't doing their jobs. Ok, I'll grant you where and how the board was going to be fabbed might have been a topic of discussion, but a lot of the aspects of the hardware would have been nailed down at the time. You have to have those things determined, else you cannot get a bill of materials and cost estimates. If you don't have that, you don't have a good idea on whether the project is viable or not.
