As someone else stated, AMD may well have limited the number of wafer starts (i.e. limited the ramp) expecting lower demand.

Why install and calibrate a bunch of equipment for .18µm production when you're going to switch it over to .13µm in a matter of months?

I would actually assume that AMD has stopped ramping .18µm completely, with all new lines coming online at Dresden being .13µm.
