It is, IMO. Fourth reversal came on today's lows.

I think in a Bull flag you would want to see a decline in volume as the flag develops. While the volume contracted as expected Tuesday through Friday of last week yesterday and todays volume were greater than last Thursday and Friday.

Security Trader Has Not Identified It As Such. And he is generally very good with patterns.

His general comments today:

RLX / NWX / BTK - failed breakouts of downtrend lines on weekly charts = Bearish

Markets late day rally today lacked breadth and struggled, the action off 50 MA supports in some indices lacked conviction as well....Best guess (saying this due to lack of consolidation and pattern formation on index charts, if there were adequate consolidation the guess work ends and things become MUCH clearer) is that the meandering pullback likely to continue here for a bit...
