In Thursday night's speech, [Putin] did not say whether the White House's withdrawal from the [1972 ABM] treaty would hinder or halt that move westward or end the warming of relations with the United States.

Some other Russians officials, however, had no doubt that it would. "Before Sept. 11, such a decision might be considered as something which was to be expected sooner or later. But after Sept. 11, it is an extremely disappointing and unexpected gesture," Alexei Arbatov, a moderate member of the lower house of Parliament and one of the country's leading military experts, said in an interview.

"To put it figuratively, after the tragedy of Sept. 11 Russia extended its hand full-length to meet the United States in the spirit of cooperation and even mutual alliance," he said. "And yesterday and today, the United States has spat into that extended hand."

"...the United States has spat into that extended hand." LOL! Indeed, the US spat into that very same hand that pulled the 911 "dirty trick"! The very hand that foolishly attempted to blackmail the US into maintaining the 1972 ABM Treaty... Thanks God the Bush administration didn't cave in --Russia's Terror Diplomacy has failed.
