Sure, but the cost of turning that ice to hydrogen will be small compared to shipping it from Earth. They will probly use a nuclear reactor as powered the Voyager probes. The benefit will come when the scientists squeeze out the optimum power to weight form the resulting hydrogen.

Needless to say, 100s of millions will be spent in research as a direct result of this find. It puts the likelihood of a manned mission to Mars in the next 20 yrs into more than 50/50 territory.
