Bush offered technology help to Russia on SDI many months ago. Then again, even now Russia runs on the shady edge and isn't nearly as threatened by a missile from a rogue nation as the US of A. Russia openly oking such a defense would weaken their ties with N. Korea, Iraq and with some factions in Iran.
