Seeking out a particular ethnic or religious group for photos is putting intentional bias on what is being reported. The reporter should document what they see rather than go out of their way to get a specific angle. A test for the bias would be to change the wording a little bit.

1. Seek out white people from a Christian background when photographing Americans mourning those lost in New York, Washington and Pennsylvania.

The reporter should neither seek out nor exclude any particular ethnic or religious background unless the piece that they are reporting is specifically about that perspective.
