Nice treaty we had before. Russia could kill every American 5 times over and we could kill every Russian 4 times over. That really made me feel safe. Russia and the US will be stepping down on number of nuclear missiles and since I don't have 9 lives that makes me feel better.

A) It is an anti ballistic missile treaty that is 30 years old. Not sure that it is a "treaty of war".

B) Would you rather wait until someone can do us harm, and then build it?

It is necesary to stay ahead of the game. I am sure it might make some other countries uncomfortable, but they have nothing to fear from us. They are welcome to build a system too. If they are trust worthy enough we will share our technology with them to keep them safe too. Better to be over cautious than take the chance of having millions killed (imo)
