I think you're really minimizing the extent of his misrepresentation. True, it was not a lot in terms of macro numbers. However, I think that the fact that he chose to misrepresent when there was OBVIOUSLY a better measure and did so when the spin value was minimal--difference was too small to lie about--demonstrates an extreme bias. Not in the same class as business-as-usual spin.
