Probably.

This baffles me. You are not the only one to have reported this, in fact, the same things seems to be true in Australia and Asia. It baffles me because these chips are just sorted from the regular XP population, considering XPs are binning at 1.6GHz, AMD should be able to sort out a very large number that will run at reduced voltage at the mobile speeds. This has got to be a decision by the OEMs. That is the key to this problem...
